Top ten Chinese Think Tank events in 2016

  In order to promote the construction of new think tanks with Chinese characteristics, the editorial board of National Think Tank and Think Tank and Think Tank Industry Research Center of Shanghai University, in collaboration with Youth.cn, Chinape.com, published Top Ten Chinese Think Tank Events in 2015. In 2016, we continued to review the construction of Chinese think tanks and came up with top ten events.

  Recommendation criteria:
  1.Subject of the think tank event, including the identity of the think tank institution, numbers of think tanks involved, and the relationship between events and institutions.
  2.Course of the think tank event, including the duration of time and the scope of the event.
  3.Influence of the think tank event, including the event’s nature, decisional impact, social influence, scope of influence and model effect.

  1.Chinese President Xi Jinping Addressed on the Construction of Chinese Think Tanks

  Chinese President Xi Jinping expressed his anticipation for serving as high-end think tanks to National Society for Party Building Studies, National Defense University of People's Liberation Army, Chinese Academy of Sciences, and Chinese Academy of Engineering. On May 17, Xi held a conference of philosophy and social science work and delivered an important speech. Xi pointed out that think tank construction have to emphasize on improving research quality and pressing ahead with innovation. To lead and promote think tanks’ development, communication and information sharing between think tanks and decision-making bodies must be strengthened, and party and government organizations’ policy-making research and think tanks’ strategy research must be closely combined. On June 20, Chinese President Xi Jinping and Polish President Duda jointly attended the opening ceremony of Silk Road Forum and Poland-China Regional Cooperation & Business Forum in Warsaw. Xi offered five comments on the construction of “Belt and Road” initiative, national cooperation between China and Central & Eastern European countries, and Poland-China cooperation. He pointed out that intelligence comes first and think tanks’ role of leading and supporting should be strengthened. He also pointed out that think tanks should carry out more research on the construction plan and route of “Belt and Road” initiative, be a good consultant and assistant for the government in terms of planning and communication, policy coordination, and institutional design, and act as a good bridge for spreading ideas, interpreting policies, and conveying public opinions.

  2.Chinese Think Tanks’ International Ranking Moving up

  According to the 2015 Global Go To Think Tank Index Report, published by Think Tanks and Civil Societies Program (TTCSP) of University of Pennsylvania on Jan 27, with 435 think tank institutions, six more institutions than previous year, China is the largest think tank country apart from the United States. Nine Chinese think tanks were listed on Top Think Tanks Worldwide. Four were listed on top 50, Chinese Academy of Social Sciences(27th), China Institute of International Studies(36th), China Institutes of Contemporary International Relations(40th), Development Research Center of the State Council(48th). 18 Chinese think tanks ranked in Top Think Tanks in Asia; four ranked in Top 100 Most Worth Attention Think Tanks; six ranked in Top 50 Best Private Think Tanks. Since its first publication in 2007, Global Go To Think Tank Index Annual Report, by Think Tanks and Civil Societies Program (TTCSP) of University of Pennsylvania, has gained worldwide attention. This think tank index report is dedicated to improve think tanks’ performance and construction around the world by studying think tanks’ role in governmental and social development.

  3.Silk Road Think Tank Association International Conference Launched in Shenzhen

  On Feb. 23, Silk Road Think Tank Association International Conference were officially launched in Shenzhen, and in the meantime, “Building the Belt and Road: Connection, Innovation, and Sustainable development” conference was held. This conference was jointly hosted by China Institutes of Contemporary International Relations of International Development, Central Committee of CPC, Shenzhen Municipal People's Government, and Fudan University, and was organized by the Development Research Centre of Shenzhen Municipal People's Government. Around 60 former politicians and think tank delegates from more than 50 countries along the “Belt and Road” route participated. More than 50 think tanks and research institutions founded Silk Road Think Tank Association on April 2015, and this high-end think tank communication platform has ever since opened to thinks tanks along he “Belt and Road” route and outside this region. With the launch of Silk Road Think Tank International Association, this platform officially turned international, and will better inherit and enrich the silk road spirit as “peaceful cooperation, openness and tolerance, mutual learning and mutual learning, mutual benefit and win-win situation”, and better promote mutual beneficial cooperation between Asia, Europe and Africa.

  4.Chinese Think Tanks Accelerate Internationalization Process

  2016 Shanghai Global Think Tank Forum, with the theme of “Think Tanks for Community of Shared Destiny: Cooperation, Innovation and Prosperity”, was held on November 10 in Shanghai. It was jointly hosted by Research Center for Think Tanks(TTRC) of Shanghai Academy of Social Sciences, Think Tanks and Civil Societies Program (TTCSP) of University of Pennsylvania, and Center for China & Globalization. Think tank delegates and policy-making research scholars from China, the United States, the United Kingdom, France, South Korea, Japan and Italy participated in the discussion of think tanks’ mission under new global governance framework and contributed think tanks intelligence to promote the construction of community with shared destiny. TTRC of Shanghai Academy of Social Sciences published Chinese & English version of 2015 Chinese Think Tank Index Report, and Chinese & English version of 2015 Global Go To Think Tank Index Report by TTCSP of University of Pennsylvania, with the authorization from James G. McGann, Ph.D, the project director.
