In New China''s 60-year history, from the South Sea to the north, from the coast of the East China Sea to the Himalayas, our motherland has supported 1.3 billion Chinese people with land, minerals, oceans and all kinds of energy resources, significantly contributing to the growth and development of the nation.
China performs a miracle by supporting 22 percent of the global population with only 10 percent of the world''s land.
Liberated farmers who had just acquired their own land, hand-pegged boundary signs around their new fields. On December 25 1950, Hou Yonglu, a farmer from the town of Lujing in Heyang County, Shaanxi Province, wrote in his diary: "some people could not help crying when they saw the wooden signs on which their names were written".
Between 1949 and 1957, on the basis of the land reform in rural areas and the socialist transformation in agriculture, China set up a system of collective ownership of land in the countryside and state ownership of land in urban areas. Since the beginning of reform and opening-up, the household contract responsibility system in rural areas and the system of paying compensation for the use of the state-owned land in urban areas have taken effect all over the country. This has created socialist ownership of land with Chinese characteristics.
According to the Minister of Land and Resources Xu Shaoshi, New China has been continuously improving land administration and utilization over the past 60 years. So far, China has implemented 13 land administration-related laws and regulations, administering land resources in a manner based on law. Meanwhile, China has provided 67.92 million mu of land for industrialization, urbanization and the construction of new countryside, laying a solid foundation for China''s modernization drive. In addition, China has promulgated three general plans for national land utilization, improving the government''s ability to macroscopically control land use.
On December 1 1987, 44 enterprises attended an auction for the 50-year right to use an 8,588 square meter plot of land in Shenzhen. Finally, a real estate company succeeded in obtaining the plot of land for 5.25 million yuan. This was the first time that New China has auctioned the right to use a plot of land. Reform of the land use system has since begun.
On April 12 1988, 2,970 deputies attending the first Session of the Seventh National People''s Congress examined and approved the Amendment to the Constitution of the People''s Republic of China. The amended constitution stipulated that "land use rights can be transferred in accordance with the law".
