Egypt's Prime Minister Hesham Qandil said on Saturday said the draft of the new constitution will be finished in September, which will then be put for a popular referendum.

During his visit to Alexandria, Qandil urged all the political movements to explore their efforts for the coming parliamentary elections, official news agency MENA reported.

"The government is in race with time to achieve Morsi's hundred day's program," added Qandil.

The security started to revive thanks to organized campaigns in squares and streets, he added.

Meanwhile Qandil noted that "negotiations with the International Monetary Fund are still going ," adding the loan will send a signal of confidence for the Egyptian economy and creditability to the world. According to the new constitutional declaration issued by President Morsi on August 12, if the Constituent Assembly could not accomplish its work in 15 days, the president should form a new one which represents all the society spectra after consulting all the national movements to prepare a constitution draft.

The Constituent Assembly should draft the constitution within three months from the date of its establishment and the new constitution should be put up for a public referendum within 30 days of its drafting.
